PROGRAM Lead - TARA Boys

JOB MISSION: Running the overall operations of TARA Boys

JOB SCOPE: TARA Boys is a residential home for 20 children from 6 to 18yo.

JOB VALUE:

  • JOB AUTONOMY :

  • To present annual objectives for TB to the HRP for approval
  • To agree the budget for TB in consultation with HRP & ED
  • Complete autonomy to manage the operation of the home to ensure the home comply with TARA Core Values and adheres to legal restraints.
  • PRIME RESPONSIBILITIES :

  • To ensure that the best interest of the children is at the heart of all operational decisions and procedures.
  • To ensure the safety and well-being of the children
  • To ensure that each child receives the best education available
  • LEADERSHIP :

  • To provide leadership to staff
  • To provide the plans and the processes to ensure that the Mission Statement is met
  • To lead by example and be a role model for staff and children
  • To create a family like environment
  • To be available and approachable to the children at all times
  • To foster effective team work between TARA Associates
  • OPERATIONS :

  • Develop an operational plan with the HRP which incorporates goals and objectives that work towards the strategic direction of both homes
  • Implement the Operational Plan of the home after the approval of HRP
  • Oversee the efficient and effective day-to-day operation of the organisation
  • Review existing policies & procedures on an annual basis
  • Conduct one to one meetings with direct reports
  • Ensure the maintenance of proper documentation of all case files and CWC requirements
  • To be a support to Officers in dealings with CWC and court matters
  • To ensure that Child Protection Policy and TARA Code of Conduct is implemented fully at all times
  • HUMAN RESOURCES :

  • Determine staffing requirements for the home by March
  • Implement human resources policies, procedures and practices
  • Ensure that a positive, healthy and safe work environment in accordance with all appropriate legislation and regulations
  • Recruit, interview and select staff that have the right technical and personal abilities
  • Ensure that all staff receive an orientation to TARA and that appropriate training is provided
  • Coach and mentor staff as appropriate to improve performance
  • Discipline staff when necessary using appropriate techniques and release staff when necessary using appropriate and legal procedures
  • Review training effectiveness within 2 weeks of completion of training
  • Recruit as per JD’s and budget to ensure both homes are fully staffed
  • Complete Performance Reviews as per schedule
  • Ensure employee information is raised, distributed and signed as per schedule.
  • TRAINING :

  • To produce an annual training plan for the home each March to present to the HRP for approval
  • To implement the training plan with the assistance of the Officers
  • Book training courses one month prior to schedule
  • To review training effectiveness regularly in OSM
  • FINANCIAL :

  • To present budget proposals to HRP & ED that support the Operational Plan
  • Participate in fundraising activities as appropriate
  • Ensure that accounting procedures are followed
  • Administer the funds of the home according to the approved budget
  • To inform the Head of HR & Admin (HHA) of any exceptions to the monthly payroll including new starts
  • OUTSIDE AGENCIES :

  • Represent TARA to other NGOs and agencies at the request of the HRP
  • Respond to court summons upon request
  • Foster positive neighbourhood relations
  • Provide support and supervision to the CWOs when attending court, CWC and DWCD
  • RISK MANAGEMENT

  • Identify and evaluate the risks to both homes associates, property, finances, goodwill, and image
  • Implement measures to control risks with the approval of HRP
